Fatwa CenterDaughter Refuses to Wear Hijab
Question
Bismillah Walhamdulillah Was Salatu Was Salam 'ala Rasulillah As-Salam Alaikum Wa-Rahmatullahi Wa-Barakatuhu! What to do if a daughter does not want to wear hijab because kuffar do not wear hijab as well? At what age do i have to make her wear hijab? What if she rejects it anyway?
Answer
All perfect praise be to Allah, The Lord of the Worlds. I testify that there is none worthy of worship except Allah, and that Muhammad 
is His slave and Messenger.
If an adult girl refuses to wear the Hijaab, then this is evil, and she should be dealt with according to the saying of the Prophet : “Whoever amongst you sees an evil, he should change it with his hand (i.e. physically), if he is unable he should change it with his tongue (i.e. verbally) and if he is unable, he should change it with his heart (by detesting it in his heart) and that is the weakest level of faith.” [Muslim]
If she insists on not wearing it, it is obligatory to prevent her from leaving the house until she obeys and wears it.

Since you write to us in Arabic sometimes, then we refer you to Fatwa 123610, entitled “How to order your daughter to wear Hijab” and Fatwa 184157 on the ruling of preventing a girl who does not wear Hijab from going out and disciplining her to wear Hijab, and Fatwa 39008 on the age when a woman must wear Hijab, and Fatwa 341854 on the ruling on Hijab for a girl who has not yet reached the age of puberty, and Fatwa 363169 on the ruling of gradually ordering a girl to wear the Hijaab.
