Can pre mature ejaculation breaks fasting while talking 2 a lady?
Answer
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad 
is His Slave and Messenger.
Someone who is fasting should avoid anything that could incite sexual desire. If someone speaks with a non-Mahram woman, then this is forbidden unless there is a need for it and provided that there is safety from temptation.
As regards the fast being broken in the case you mentioned, then it is apparent that the fast is not broken from ejaculating just from talking (to a woman). Many scholars, or most of them, are not of the view that the fast is broken by looking [at what is forbidden] more than once, so this view applies to the case in the question with greater reason.
On the other hand, many scholars are also of the view that fasting is broken by ejaculating because of thinking [about sexual matters], and so, according to that view, it is broken in the case in the question with greater reason.
However, we believe that the most evident opinion is that the fast is not broken, because if one fasts, then his fasting is valid in principle, and it is not to be ruled as invalid unless there is evidence.
Nonetheless, a Muslim should be careful about this matter in order to act safely in matters of scholarly disagreement and to avoid uncertainty, if this is, of course, conversation with someone whom one is permitted to talk to. As regarding forbidden conversation with a non-Mahram woman, then this is forbidden during fasting and outside fasting. During the day of Ramadan, this is even more forbidden.
