Answer

All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ) is His slave and Messenger.

Abu Ya’la may Allaah have mercy upon him reported in his “Musnad” from ‘Abdullaah (ibn Mas’ood may Allaah be pleased with him) that he recited the Quran in the ear of an afflicted person and then the latter regained consciousness. Then, the Prophet sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ) said: “What did you recite in his ear?” He said: “I recited {Then did you think that We created you uselessly and that to Us you would not be returned?” So exalted is Allaah, the Sovereign, the Truth; there is no deity except Him, Lord of the Noble Throne. And whoever invokes besides Allaah another deity for which he has no proof— then his account is only with his Lord. Indeed, the disbelievers will not succeed. And, [O Muhammad sallallaahu `alayhi wa sallam ( may Allaah exalt his mention )], say, “My Lord, forgive and have mercy, and You are the best of the merciful.}[Quran 23:115-118] Then, the Prophet sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ) said: “If a man who has a firm belief recites it on a mountain, it would have collapsed.

Some scholars may Allaah have mercy upon them classified this Hadeeth as Dha’eef [unauthentic] while some others classified it as Saheeh [authentic].

Even if we presume that this Hadeeth is Dha’eef, it is permissible to perform Ruqyah with the above verses or any other verses. ‘Aa’ishah may Allaah be pleased with her narrated that the Prophet sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ) entered upon her while she was treating a woman or performing Ruqyah on her, and the Prophet sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ) said to her: “Treat her with the book of Allaah.” [Ibn Hibban]

Moreover, ‘Awf ibn Maalik Al-Ashja’i may Allaah be pleased with him said: “We used to perform Ruqyah in the Pre-Islamic era of ignorance and we asked: “O Prophet of Allaah, what do you think about this?” Then, the Prophet sallallaahu `alayhi wa sallam ( may Allaah exalt his mention ) said: ''Show me your Ruqyah; Ruqyah is permissible unless there is Shirk in it.” [Muslim]

Allaah Knows best.
