All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger.
It is permissible, Allaah willing, for a person who goes to Makkah in order to perform 'Umrah to stay until he performs Hajj, whether it is the obligatory or supererogatory Hajj. Indeed, many people come for 'Umrah and intend to stay for Hajj because if they do not stay, it might be that they would not be able to perform it in the future. Therefore, whoever is able to stay after 'Umrah until he performs Hajj, and his stay does not cause him any harm, like being imprisoned and the like, then it is permissible for him to stay after having performed 'Umrah until he performs Hajj.
