All perfect praise be to Allaah, the Lord of the worlds. I testify that there is none worthy of worship except Allaah and that Muhammad, sallallaahu ‘alayhi wa sallam, is His slave and Messenger.
If it is possible for one to leave Makkah just after performing the farewell Tawaaf, but if he intentionally sleeps to take rest, then it becomes incumbent upon him to repeat it, especially if he is still within the boundaries of an area in which he is allowed to shorten the prayer, like the one who is still in Jeddah. However, if he has gone beyond the boundaries of the area in which the prayer is shortened, such as the one in Riyadh, then a sacrifice becomes due on him.
If they thought that they would travel just after performing the farewell Tawaaf but were late because of a force majeure, e.g. the journey arrangements, the delay of the bus or so, then it is not due to repeat it; and they are quite aware of their own affair.
In his Al-Majmoo‘, Imam An-Nawawi says:
"If one leaves without performing the farewell Tawaaf, given that it is obligatory, then he is sinful for that, and it becomes incumbent upon him to return to do it as long as he has not exceeded the boundaries of Makkah for a distance within which the prayer is shortened. If he exceeds it, however, then it will be not due on him to return, and in this case a sacrifice will be due on him."
According to Al-Khiraqi in his Mukhtasar, “If one leaves Makkah before performing the farewell Tawaaf, then it becomes incumbent upon him to return to do it as long as he is still within the boundaries in which the prayer is shortened; otherwise, a sacrifice is due on him.”
Hence, it is due upon the one who is still in Jeddah to return and do the farewell Tawaaf; and a sacrifice is due on the one who is in Riyadh.
