All perfect praise be to Allah, the Lord of the worlds. I testify that there is none worthy of worship except Allah and that Muhammad is His slave and Messenger.
It was reported in some narrations that one recites the first ten verses of Surat Al-Kahf to seek refuge in Allah from the Dajjaal, and some narrations state that one recites the last ten verses of Surat Al-Kahf for this purpose.
Ibn Al-Jawzi sought the wisdom behind that in his book Al-Mushkil min Hadith As-Saheehayn, wherein he said:
“With regard to specifying the first ten verses from Surat Al-Kahf, then the wisdom that appears to us is that the verse: {…to warn of severe punishment from Him…} [Quran 18:2] makes the power of the Dajjaal seem weak in comparison; and the verses: {…and to give good tidings to the believers who do righteous deeds that they will have a good reward. In which they will remain forever.} [Quran 18:2-3] make it easier to be patient in the face of the trials of the Dajjaal with regards to what he shows of (false) bliss and punishment. The verse: {And to warn those who say, "Allah has taken a son."} [Quran 18:4] and the verse: {Grave is the word that comes out of their mouths.} [Quran 18:5], both dispraise those who claim that Allah has a son, whereas there is no one like Him; so how can someone who looks like a human claim Divinity? The verses included what would repel the Fitnah (temptation/tribulation) of the Dajjaal up to the verse: {[Mention] when the youths retreated to the cave and said, “Our Lord, grant us from Yourself mercy and prepare for us from our affair right guidance.”} [Quran 18:10] Those are people who were tried and were patient and asked Allah to rectify their affairs, so they were rectified. This is a lesson for everyone who is called to Shirk (associating partners with Allah).
With regard to those who narrated that it is the last ten verses of Surat Al-Kahf, then the verse: {And We will present Hell...} [Quran 18:100], makes what the Dajjaal presents of fire weaker in comparison. The verse: {Those whose eyes had been within a cover [removed] from My remembrance} [Quran 18:101] indicates the cover that is on the hearts of the followers of the Dajjaal; it is enough to deny him to realize that he is a body that is divisible into parts. In the verses: {…that your god is one God} [Quran 18:110]; the one who creates things from parts cannot be himself made of parts. Moreover, the Dajjaal will be carried on a donkey; the creator of something carries it rather than being carried. Also, he is flawed with being one-eyed, whereas the Creator is free of any flaws, and other meanings included in the verses indicate the lies of the Dajjaal and expose his Fitnah.

As for why technology has not discovered him, then this is because to Allah belongs the command before and after. It is with His power that He led the Companions to see him without their choice, and they did see him, and He prevented the people nowadays despite their knowledge and ability. Praise be to Allah, Who is Omnipotent.
Not knowing his location does not mean that he does not exist at present. There are many things that exist while people do not know about them, and then they are discovered later on.
