No harm in copying Fataawa or in mentioning the relevant part of a verse only

Question:
Salamu alaykum. I have created a page on intagram to remind everyone and post ayahs, hadiths just as a reminder, but I have heard that it is forbidden in islam to issue fatwas without all the necessary learning requirements and it is forbidden to cite a portion of a verse from the Quran?
Answer:
All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ‘alayhi wa sallam, is His slave and Messenger.
First of all, we ask Allaah to reward you for your efforts on the Day when wealth and children will avail no one but the one who comes to Allaah with a sound heart.
There is no doubt that issuing Fatwa is a very serious matter and it is not permissible for someone who is not qualified and competent to take on this task. We hope that you did not mean that you will issue Fatwa to people yourself; or we say, rather, that if you do not possess the qualifications for issuing Fatwa, then you may copy some Fataawa from trusted sites so that people will benefit from them. The one who does this is not a Mufti; he is only copying the Fatwa. However, it is a condition that you copy the Fatwa without making changes to it and that you attribute it to the party that issued it.
As regards mentioning part of a verse like mentioning the relevant part only for the issue in question, then there is nothing wrong with that - Allaah willing - but here one must be cautious not to mention only part of a verse that conveys a wrong meaning while not mentioning what follows, such as: {and there is not any deity} (from the verse which reads [what means]: {and there is not any deity except Allaah, the One, the Prevailing} [Quran 38:65]); and {Indeed, I disbelieve} (from the verse which reads [what means]: {Indeed, I disbelieve in your association of me [with Allaah] before. Indeed, for the wrongdoers is a painful punishment.} [Quran 14:22]); and other similar verses.
