All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger.
There is no doubt that Hajj is an opportunity for Muslims to think about their issues and discuss them, especially that they come to Hajj from all corners of the world. It is for this reason that the scholars described Hajj as a great congress.
Shaykh Al-Bassaam, may Allaah have mercy upon him, in his commentary on the book entitled "‘Umdatul Ahkaam" while numerating the benefits of Hajj said: “In regard to its social and political benefits, Hajj is a great congress as it includes delegations of various mentalities and cultures, of different mindsets and tendencies, so if all the delegations gather together and each group gathers with its counterpart, they would represent the "Committees of one government", they would study their previous, current and future affairs, and would find out what caused their backwardness and what will take them forward, and they would find out the reasons of dissension amongst them, and the means of coalition, unity and consolidation. They would also discuss their religious, political, social, and economical affairs on the basis of love and harmony, and with the spirit of unity and consolidation. In this case, they would become one hand against their enemy and a deterrent force in the eyes of whoever may transgress against them. In this manner, they would have a special independent entity which has its own characteristics, aims and objectives; so its voice will be heard and its word will be seriously dealt with. Thus, the Muslims will regain their dignity and sovereignty, and they would establish an Islamic state: its constitution is the Book of Allaah and the Sunnah of the Prophet ; its slogan is justice and equity, and its objectives are peace and security.” [End quote]
Of course, all this should be carried out by Ahl-ul-Hal wal 'Aqd (influential personalities that represent the people) from among the scholars and officials of the Muslim nation, through the Islamic institutions and organizations like the Muslim World League, the Organization of the Islamic Conference, the General Presidency of Ifta'a (issuing Fatwa) and the Hajj delegates from the Muslim countries and so forth. This is to prevent any individual or group from carrying out this mission in a way that might aim at spreading tribulation, chaos and dissension among the Muslims and subsequently the matter will be totally contrary to the objective of Hajj.
