All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad, sallallaahu ‘alayhi wa sallam, is His Slave and Messenger.
Not all pictures take the same Sharee‘ah ruling because some of them are prohibited, such as hand-drawn pictures of living beings, and others are permissible, such as pictures of trees, stones and similar objects which do not have a soul. For further information, see Fataawa 82040 and 84583.
Since the frames can be used for prohibited pictures and permissible pictures alike, such a type of work is permissible as long as the maker does not know that the frames will be used for prohibited pictures or that the people in that area often use the frames in prohibited matters, in which case a Muslim has to avoid working in the making of these frames. Perhaps Allaah The Almighty will compensate him with a lawful work and bless it for him. Allaah The Almighty Says (what means): {And whoever fears Allaah - He Will Make for him a way out. And Will Provide for him from where he does not expect.}[Quran 65:2-3]
Allaah Knows best.
