All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger.
Having children is a right for both spouses, and none of them can prevent the other from having children except for a sound religious reason. For more benefit, please refer to Fataawa 86946 and 82274.
Therefore, the answer will be as follows:
If the husband has a sound religious reason for preventing his wife from pregnancy, she is not permitted to poke a hole in the condom or any other preventive means used. However, if he does not have any valid reason, she may do so.
Finally, it should be mentioned that if she can convince her husband not to use the condom and permit her to get pregnant, then this is better.
