All perfect praise be to Allaah, The Lord of the Worlds. I testify that there is none worthy of worship except Allaah, and that Muhammad is His slave and Messenger. We ask Allaah to exalt his mention as well as that of his family and all his companions.
The criteria in choosing a spouse are religion and good moral conduct as we clarified in Fataawa 90797 and 84221. If a man lives in a non-Muslim country, this is not an obstacle in religion to marry him if he is competent. However, if you fear about your religion in case your husband takes you to live with him in a non-Muslim country, then it is more appropriate to try to convince your family not to marry you off to him and see Fatwa 86405. If they agree, all perfect praise be to Allaah, otherwise you may accept to marry him as long as this man is a pious and righteous man, and he may be the means to help you in preserving your religion.
