There is a consensus of opinion among scholars of Islam that performing Tawaf al-Ifada on the 7th of Zul-Hijjah is completely incorrect since its fixed time is after standing on 'Arafah on the 9th of Zul-Hajjah. According to some Fuqaha, it is sufficient only to perform Tawaf al-Ifada after the dawn of 10th of Zul-Hajjah or after the midnight of the 10th of Zul-Hajjah for those who have already stood on 'Arafah.
